FIEC attends ELA Forum on Posting of Workers

On 13 November, FIEC Director Social Affairs, Christine Le Forestier, attended the Forum on Posting of Workers, co-chaired by the European Labour Authority (ELA) and the European Commission.
At this occasion, ELA presented the state of play of several ongoing initiatives: the preparation of a pilot project in the transport sector on a remuneration tool, which would help inspectorates and employers to calculate the appropriate salary for their posted workers; the publication of a handbook mapping all relevant national rules on posted workers; a similar mapping exercise about national rules on temporary work agencies; and the preliminary outcomes of a project on liability systems (i.e. implementation of joint and several liability) related to subcontracting in posting situations.
This latter initiative is a key priority for FIEC and will be followed very closely. The final outcomes are expected to be presented in summer 2026.Last by not least, EFBWW (European Federation of Builders and Wood Workers) and FIEC presented the final outcomes of the SIDE-CIC project on sectoral social ID cards and the European Commission invited Member States to react on the benefits and challenges they identify regarding these cards in cross-border contexts.

This Forum, also called “Posting 360”, gathers national experts from labour and social security fields of competence, and social partners, under the co-chairmanship of ELA and the European Commission, with the aim of ensuring the effective enforcement of EU posting rules.

FIEC updated its Position Paper on Labour Shortages

After a first edition in 2023, FIEC has published the 2025 updated version of its Position Paper on shortage of labour in the construction industry. Two years later, while the context has changed, the issue remains a top priority in most of the EU Member States.

If no actions are taken, the competitiveness and the capacity for the sector to respond to the housing crisis, the Renovation Wave or the green and the digital transitions are at stake. FIEC estimates that around 2 million additional construction workers will be needed by 2030 in the European Union.

In this document, FIEC proposes recommendations and shares good practices from national employers’ organisations to tackle this issue.

FIEC at the Recovery Construction Forum 4.0 in Warsaw

On 13–14 November, FIEC took an active role in the Recovery Construction Forum 4.0 held in Warsaw as part of the ReBuild Ukraine exhibition, one of the leading international platforms dedicated to Ukraine’s reconstruction.

High-level engagement by FIEC leadership
FIEC President Piero Petrucco moderated the high-level session “Tools for Stimulating the Reconstruction of Ukraine and Opportunities for the Construction Industry”, which gathered representatives of the European Investment Bank (EIB), the European Bank for REconstruction and Development (EBRD), international contractors and Ukrainian institutions.
FIEC Honorary President and Chair of FIEC-EIC Task Force “Ukraine”, Kjetil Tonning, moderated a dedicated session on housing reform, energy efficiency and the scaling-up of municipal reconstruction programmes.
Both sessions attracted substantial interest from stakeholders involved in infrastructure, energy, housing and financial reconstruction programmes.

Key messages discussed during the Forum

Speakers highlighted the scale and urgency of Ukraine’s reconstruction needs, with more than 500 projects already supported by international financial institutions across all regions — from the EU border areas to frontline oblasts.
The EIB and EBRD presented new financing instruments, including large-scale funds for infrastructure, energy security and private-sector resilience, as well as technical assistance to improve procurement, compliance and project design.Contractors emphasised the importance of:

  • predictable financing and simplified approval procedures
  • robust but proportionate procurement rules
  • strong cooperation between international and Ukrainian companies
  • and the need to prepare project pipelines already now to accelerate implementation once conditions allow.

Ukrainian partners stressed the growing role of anti-corruption mechanisms, capacity-building at local level and compliance requirements to ensure the transparency and effectiveness of reconstruction investments.

Next steps
FIEC will continue engaging with Ukrainian partners, international financial institutions and EU institutions to ensure that European construction companies can contribute effectively to Ukraine’s reconstruction and that the regulatory and financial environment supports efficient, sustainable and transparent rebuilding efforts.

“Buidling the workforce of tomorrow” Conference

On 13 November, FIEC attended the joint European Commission and European Economic and Social Committee conference on “Building the workforce of tomorrow: inclusive participation and quality jobs for a competitive Europe“.

The event was the occasion to present and discuss two important reports from DG Employment of the European Commission: Employment and Social Developments in Europe 2025 and Labour Market and Wage Developments in Europe.

Participants exchanged on how to encourage the participation of some groups in the labour market, how to improve working conditions and the importace to increase the competitiveness of the EU.

MOBICCON-PRO project: General Assembly in Paris

On 13–14 November, the partners of the Horizon Europe project MOBICCON-PRO gathered at Cergy Paris University for the General Assembly. The two-day event brought together project partners to review advancements across the work packages and to continue shaping innovative circular solutions for the construction and demolition sector.

The consortium reviewed progress across all technical work packages, from selective demolition and the Mobile Pilot Plant in Sofia to the development of innovative circular construction products. Demonstration activities are moving forward, ensuring that the project’s solutions are validated in real operational environments.

As the project enters its third year, it continues to show that practical innovation and cooperation can help make the construction sector more resource efficient and sustainable.

#FIEC120: A message by Gustavo Martínez, FIEC Vice-President, and President of EIC

FIEC thanks Gustavo Martínez (Spain), in his role as FIEC Vice-President and President of the EIC (European International Contractors), for his positive remarks and good wish for the 120th anniversary of our Federation.

Indeed, 2025 has been a special year, and it is key to celebrate our milestones and achievements not only with our members, but also with those organisations that have been partnered with FIEC on successful projects, actions and initiatives along the years.
