European social partners on a “Quality Jobs Act”: FIEC’s answer to second-phase consultation

On 28 September, FIEC sent to the European Commission its contibution to the second-phase consultation of the European social partners on a Quality Jobs Act.

This consultation focuses on the following topics:

  • Algorithmic management and Artificial Intelligence at work;
  • Occupational safety and health at work (revision of the Workplaces Directive, telework, psychosocial risks, risks related to climate change);
  • Protection of workers’ rights in subcontracting chains;
  • Just transitions;
  • Enforcement and role of social partners.
Overall, FIEC believes that the focus of any EU actions in the areas touched upon in this consultation should be on implementation, enforcement, practical guidance and monitoring of current legislation rather than creating new legislative obligations. Any new initiative should be carefully assessed and aligned with the simplification and competitiveness objectives.

FIEC joins the REACH and Recycled Aggregates coalition

On 23 September, FIEC became a new member of the “REACH and Recycled Aggregates Coalition”, a collaboration opportunity that strengthens the Federation’s engagement on the circular use of construction materials at EU level. Our federation will be represented by Kirsi Martinkauppi, Chairwoman of the FIEC TEC-3 “Environment” subcommission.

FIEC’s involvement reflects the construction industry’s role as a driver of the circular economy, and its commitment to ensuring that EU regulatory frameworks for secondary materials are both ambitious and workable in practice.

FIEC participates in the launching of the “European Road Alliance”

On 28 September FIEC Director General, Domenico Campogrande, signed the Letter of Intent that set the launching of the European Road Alliance.

Initiated by the European Asphalt Pavement Association (EAPA), the alliance aims to bring together organisations representing road builders, operators, pavement technologies and materials. Its purpose is to give the European road sector a common voice and strengthen recognition of the role roads play in competitiveness, mobility and territorial cohesion. Cooperation across these activities can help bring practical experience into European policy discussions.

The alliance’s areas of focus include road investment and safety, alongside the challenges of climate resilience and decarbonisation. Circular use of materials, digitalisation, skills and innovation are also part of its scope. These issues are closely connected for companies responsible for building and maintaining road infrastructure.

The cooperation is intended to support joint policy contributions, exchanges with EU institutions and the sharing of expertise across the road sector.

12 November, Warsaw: FIEC at “Recovery Construction Forum 5.0”

The Recovery Construction Forum 5.0 will take place on 12 November 2026 in Warsaw, bringing together Ukrainian and European construction stakeholders to discuss the priorities and practical challenges of Ukraine’s recovery and reconstruction.

FIEC will take an active role in the programme. Kjetil Tonning, FIEC Honorary President and Chair of the FIEC-EIC Task Force “Ukraine”, will moderate the opening session on “Housing Recovery 2027: Priorities, Financing & Scale”, together with Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU), FIEC’s Ukrainian member federation.

Domenico Campogrande, FIEC Director General, will moderate a panel discussion “Large-Scale Housing Construction: Financing, Workforce, Technology & Quality”. The session will address some of the key conditions for scaling up housing construction in Ukraine, including financing and PPPs (Public Private Partnerships) models, the shortage of skilled construction workers, industrialised construction technologies, localisation of production, compliance with Eurocodes and requirements for energy efficiency, accessibility and durability. The discussion will also look at how BIM (Building Information Modelling) and digital monitoring can contribute to construction quality and the timely and cost-effective delivery of projects.

75th anniversary of GEBTP Luxembourg: Highlights from festive event

On 23 September, FIEC’s member from Luxembourg “Groupement des Entrepreneurs du Bâtiment et des Travaux Publics” (GEBTP) celebrated its 75th anniversary. Founded in 1946, GEBTP has grown into the recognised voice of Luxembourg’s construction industry and has made an important contribution to the European construction community. Today, Joël Schons, a GEBTP board member, serves as FIEC Vice-President and chairs FIEC’s Working Group on “Housing”.

Speaking at the anniversary celebration, GEBTP President Marc Giorgetti said:

“We are not simply celebrating a number on our calendar. We are celebrating a vocation — a commitment to this country that can be seen, touched and experienced in every corner. (…) For 75 years, we have not just talked about building — we have built. And we have invested in people. (…) Our sector is not only about concrete and steel, it is about the women and men who head to construction sites early every morning.”

We warmly congratulates GEBTP, its members and its successive generations of leaders on this important milestone.
