In October 2023, FIEC published its official position on the labour shortage in the construction sector. Two years later, despite the change in context, the issue remains a top priority in most EU Member States.
Taking the new conditions into account, FIEC has published the 2025 Edition of its position, emphasising that the sector’s human resource needs are increasing significantly, as the sector is at the heart of critical developments such as the Green and Digital Transitions, as well as the housing crisis.
FIEC estimates that an additional 2 million workers will be required in Europe by 2030. For this reason, the updated position proposes, among other things, the strengthening of upskilling and reskilling, the improvement of the sector’s attractiveness, and the opening of the labour market to skilled workers from third countries, so that the sector can respond to the growing demand.
