Scope:
The main objective of HERMES is to form an “One-Stop Shop – OSS” for energy and non-energy renovation guidance of private residential buildings. The OSS will combine physical local service hubs (to support smaller municipalities and vulnerable groups such as elders, disabled etc) supported by a digital ecosystem to support all property owners and landlords (in a horizontal manner) along the entire renovation journey, from technical assessment and permitting to contractor selection, financing, works supervision and quality assurance. It will specifically address legal, financial, administrative and social barriers, with a focus on scalability and replication across Greece and the EU focusing also to the integration of nature-based solutions into renovation advice towards HIE mitigation in specific contexts and testing inclusive outreach strategies in vulnerable or under-served urban areas.
Expected Impact:
The HERMES OSS will create measurable impact by turning Greece’s inefficient housing stock into real renovation investments through a unique ecosystem of digital access, local support, property owner networks, technical capacity, and tailored financing.
By project’s end, three OSS hubs in Athens, Trikala, and Kalamata, plus a digital ecosystem, will support diverse building owners, prioritize vulnerable groups, and tackle heatwave resilience. Through CLIMANET, HERMES will engage three more municipalities, driving replication across Greek Mission Cities and Limassol in Cyprus, creating a scalable Southern Europe OSS model for faster renovation and climate adaptation. Through POMIDA and municipal registries, HERMES will access thousands of households directly, while PEDMEDE’s support of registries of certified engineers and contractors, will guarantee strong technical capacity for audits and works. A key innovation will be the banking partnership, which will provide a hands-on consulting for sustainable financing.
With municipalities streamlining permits and even backing collective financing through energy communities, the HERMES OSS will delivers a 360° pathway from first inquiry to completed investment.
