Outcomes of the European Council on 13/14th December
The European Council had a first substantial exchange of views on the 2021-2027 multiannual financial framework on the basis of a progress report by the presidency of the Council. It called on the incoming presidency to continue the intensive work carried out over the past year on the future MFF, the EU’s long-term budget. Leaders aim to reach an agreement in the European Council in autumn 2019. The European Commission expected such an agreement before the upcoming European elections.

European Parliament : agreements for negotiations
Last week in Strasbourg the European Parliament in its last plenary session of 2018 approved two reports on two important issues :
- the “Balas report” on the revision of the Régulations on the “Coordination of Social Security”
- the “Lenaers report” on the establishment of a “European Labour Authority”.
These votes constitute a formal decision of the European Parliament to enter into negotiations with the Council.
The first meetings of these negotiations, known as “trilogue” because they also involve the European Commission, will start in January 2019. The pressure on the EU legislator is strong because with the forthcoming elections in May 2019 the European Parliament will stop its legislative activities around the end of February.

“Blueprint” in the spotlight
The “Blueprint” initiative is a new framework for strategic cooperation in specific economic sector between key stakeholders with the aim to support an overall sectoral strategy and to develop concrete actions to address short and medium term skills needs.The European Commission organised a seminar for the first 5 “Blueprint” projects that started 1 year ago covering the automotive, maritime technology, space-geo information, textile and clothing and tourism sectors.
The seminar provided an opportunity to share knowledge, to reflect on the challenges and breakthroughs so far, and to meet with stakeholders among and beyond the partnerships that will help to maximise the sustainability and impact of each “Blueprint” in years to come.

The “Blueprint” project for the construction sector will start at the end of January 2019 with a kick-off meeting in Madrid and will last for 4 years.
