New “European Skills Index”
The new European Skills Index (ESI) is a composite index developed by Cedefop (the European Centre for the Development of Vocational Training) that measures the performance of a country’s skills system and has recently been published on the EU Skills Panorama.
With the ESI, it will be possible to have a better understanding of which policies work and which do not, and of the trends that are shaping skills systems across the European Union. Moreover, the ESI allows analysis of the skill system in three different areas :
- Skills Development: which assesses the effectiveness of compulsory and post-compulsory education.
- Skills Activation: which examines the transition from education to work and the activity rates of youngsters and adults.
- Skills Matching: which shows the extent to which skills are matched with the appropriate job.

In addition, the strategic objectives (SO) remain quite thematically concentrated. Finally, the European Commission is in favour of greater synergy between the Funds and financial investments. We will follow the amendments proposed by the rapporteur.
