Meeting of FIEC and EFBWW boards<\/h3>\n

On 28 October, FIEC and the European Federation of Building and Woodworkers (EFBWW), the European Social Partners for the construction industry, organised a joint meeting of their respective boards.At a time when many EU initiatives are relevant to the construction industry, this meeting provided a good opportunity to understand the respective positions and identify areas where there is scope for common ground and joint action.<\/p>\n

FIEC and EFBWW members stressed their wish to continue to work together and strengthen their collaboration at the political level. The discussions focused on the EU Public Procurement Act<\/em>, subcontracting, the Quality Jobs Act <\/em>and the EU Inc.\/28th regime<\/em>. FIEC and EFBWW also shared some concerns about the Construction Services Act<\/em>, for which a Joint Statement<\/a> has been adopted in June 2026.<\/p>\n<\/div>\n

FIEC mobilises the construction sector for Ukraine\u2019s reconstruction<\/h3>\n

On 27 October, FIEC co-organised the conference \u201cEU\u2013Ukraine Construction Sector: Business engagement and investment opportunities<\/em>\u201d with the European Commission at the Ukraine House <\/em>in Brussels. European and Ukrainian companies, institutional representatives and financial stakeholders discussed reconstruction needs, investment prospects and opportunities for partnership.For FIEC, mobilising companies requires practical conditions to be in place. The safety of personnel, adequate war-risk insurance and reliable financing are essential to their involvement. Transparent public procurement, balanced contracts and payment guarantees must also enable companies to prepare projects and manage the risks associated with their participation.<\/p>\n

Cooperation with Ukrainian companies is central to this approach. Long-term partnerships should support local employment, training and technology transfer, while contributing to resilient infrastructure and affordable, energy-efficient housing. This engagement builds on the work of the Task Force “Ukraine” <\/em>(chaired by Kjetil Tonning, FIEC Honorary President), established in July\u00a02022 by FIEC and European International Contractors (EIC), with the involvement of the Confederation of Builders of Ukraine (CBU, FIEC’s Ukrainian member) and national federations.<\/p>\n

For the European construction sector, these exchanges provide a setting in which to identify Ukrainian partners and examine the conditions needed to deliver projects.<\/p>\n

ECCREDI gathers in Brussels: advancing circularity, innovation and digitalisation<\/h3>\n

On 28 October, FIEC attended the meeting of the European Council for Construction Research, Development and Innovation<\/em> (ECCREDI). Participants discussed how the European construction sector can advance on circularity, innovation and digitalisation, and exchanged perspectives across the built environment.Among the presentations, FIEC Director General, Domenico Campogrande, co-rapporteur of the European Economic and Social Committee (EESC) Opinion on fostering innovation and digitalisation in the construction industry<\/em>, presented the latest draft and opened the discussion on the proposed recommendations. From strategy to practice, Edward Woods, Head of R&D, presented Scale One<\/em><\/a> by Bouygues Construction, their cutting-edge innovation centre and materials lab.<\/p>\n

FIEC is committed to strengthening collaboration within ECCREDI to bridge the perspectives of contractors, researchers, and decision makers, and to deliver on one common mission: making construction more affordable and sustainable, and ensuring the competitiveness of the industry.<\/p>\n<\/div>\n

New EEI study on extreme temperatures and OSH<\/h3>\n
\n

The European Employers’ Institute (EEI) released a new study on “The application of the principles of subsidiarity and proportionality. Case study: extreme temperature and Occupational Safety and Health<\/em> (OSH)”.The analysis highlights the diversity of climatic conditions, geographical circumstances, economic sectors and national regulatory approaches across Member States. It examines the implications of these differences for the necessity, added value and proportionality of further EU measures. The study concludes that the existing EU OSH framework already establishes comprehensive obligations for assessing and preventing temperature-related workplace risks.<\/p>\n

The study emphasises the importance of effective implementation and enforcement of existing legislation, complemented by technical guidance, the exchange of good practices and research.<\/p>\n<\/div>\n

EU Commission presents “Climate Resilience Framework”<\/h3>\n

 <\/p>\n

On 27 October, the European Commission (EC)\u00a0presented its EU Framework for Climate Resilience<\/em>, aimed at strengthening Europe’s ability to anticipate and manage climate risks.<\/p>\n

The package includes a proposal for a European Climate Resilience Law<\/em>, a European Climate Viewer<\/em> to support investment decisions, national resilience plans to be prepared by 2030, and a Climate Insurance Alliance.<\/p>\n

No additional EU funding is foreseen, with investments expected to be supported through the 2028\u20132034 Multiannual Financial Framework <\/em>(MFF).The legislative proposal will now be examined by the European Parliament and the EU Council.<\/p>\n

European Parliament’s Draft Report on extreme temperatures<\/h3>\n
\n

The European Parliament Committee for Employment and Social Affairs published a new draft report on the effect of extreme temperatures in the workplace on workers\u2019 health and safety. The rapporteur is Maria Ohisalo (FI, Greens\/EFA).This report focuses on heatwaves and extreme cold and stresses that the workers most impacted by extreme temperatures are outdoor workers in sectors such as construction.<\/p>\n

The document \u201cunderlines that EU legislation needs to be strengthened to ensure adequate harmonisation of protection across all Member States\u201d <\/em>\u00a0and calls on the European Commission to submit a proposal for a Directive<\/em> on the protection of workers from extreme temperatures and occupational heat stress. It will be discussed in the Committee for Employment and Social Affairs on 10 November.<\/p>\n<\/div>\n

12 November, Warsaw: FIEC at “Recovery Construction Forum 5.0”<\/h3>\n
\n

The Recovery Construction Forum 5.0 <\/em>will take place on 12 November in Warsaw, bringing together Ukrainian and European construction stakeholders to discuss the priorities and practical challenges of Ukraine\u2019s recovery and reconstruction.FIEC will take an active role in the programme. Kjetil Tonning, FIEC Honorary President and Chair of the FIEC-EIC Task Force \u201cUkraine\u201d<\/em>, will moderate the opening session on \u201cHousing Recovery 2027<\/em>: Priorities, Financing & Scale<\/em>\u201d, together with Lev Partskhaladze, President of the Confederation of Builders of Ukraine (CBU), FIEC\u2019s Ukrainian member federation.<\/p>\n

Domenico Campogrande, FIEC Director General, will moderate a panel discussion \u201cLarge-Scale Housing Construction: Financing, Workforce, Technology & Quality<\/em>\u201d. The session will address some of the key conditions for scaling up housing construction in Ukraine, including financing and PPPs (Public Private Partnerships<\/em>) models, the shortage of skilled construction workers, industrialised construction technologies, localisation of production, compliance with Eurocodes<\/em> and requirements for energy efficiency, accessibility and durability. The discussion will also look at how BIM (Building Information Modelling<\/em>) and digital monitoring can contribute to construction quality and the timely and cost-effective delivery of projects.<\/p>\n
