“Big Buyers working together”: Public Procurement at the heart of the Transition towards cleaner construction sites<\/h3>\n

On 12 May, the annual\u00a0Big Buyers working together<\/em>\u00a0event took place in Brussels, gathering\u00a0public buyers, representatives of the European Commission and stakeholders to discuss the future of strategic public procurement.<\/p>\n

Several panels provided useful insights in the context of the ongoing revision of the 2014 EU\u00a0Public Procurement Directives<\/em>.<\/p>\n

The discussions confirmed that the Commission is working on a revision that should remain as horizontal as possible, with the aim of simplifying the rules, improving their coherence and better integrating strategic objectives \u2014 including environmental, social and innovation-related considerations \u2014 into public procurement. For the construction sector, one point clearly stood out: the electrification of construction sites and, more broadly, the transition towards zero-emission construction sites. Several exchanges focused on the need to adapt public procurement rules so that contracting authorities can better include these objectives in their tenders. The Commission appeared receptive to these concerns.<\/p>\n

While the most sector-specific measures are expected to be addressed mainly through sectoral legislation, the Commission did not exclude the possibility that some measures could target specific sectors more directly, especially where they represent a significant share of public procurement \u2014 as is clearly the case for construction.<\/p>\n

Finally, according to the exchanges during the event, the publication of the proposal for the revision of the\u00a0Public Procurement Directives<\/em>\u00a0is currently expected around 1 July. This timeline will need to be closely monitored, given the potential impact of the upcoming proposal for both public buyers and companies in the construction sector.<\/p>\n<\/div>\n

New ECCREDI Strategy for Construction Research and Innovation published<\/h3>\n

The European Council for Construction Research, Development and Innovation<\/em> (ECCREDI<\/a>) has published its new strategy. It outlines a roadmap to research and innovation across the entire construction value chain, addressing new priorities such as affordable housing, artificial intelligence, and industrialised construction. The focus for contractors is on market uptake perspectives alongside research needs.<\/p>\n

Established in Brussels in 1995, ECCREDI counts FIEC among its founding members.<\/p>\n

DESOCO3 reaches key milestone with Subcontracting Report release<\/h3>\n

FIEC is pleased to share the official release of the\u00a0Mapping Study on Subcontracting Legislation in the Construction Sector<\/em>, delivered by external expert, SPARK Legal and Policy Consulting.<\/p>\n

This report is being produced in the framework of the EU-funded project “DESOCO 3” – Continuation of\u00a0Decentralised Thematic Social Dialogue for the Construction Industry<\/em>, coordinated by the European Construction Industry Federation (FIEC) and in partnership with the European Federation of Building and Woodworkers (EFBWW).<\/p>\n

The objective of the DESOCO 3 project is to promote social dialogue in the construction industry and thereby improve working conditions, enhance the overall resilience of the industry and combat labour market fragmentation. This Report contributes to this objective by mapping the national and EU legal frameworks governing subcontracting and the use of temporary work agencies (TWAs) in the construction sector, to highlight similarities, best practices and challenges. The in-depth national analysis covers 10 European Economic Area (EEA) countries, namely Belgium, France, Germany, Italy, Spain, Poland, Portugal, Romania, Slovenia and Norway.<\/p>\n<\/div>\n

European Labour Authority: FIEC at 7th Forum on the “Posting of Workers”<\/h3>\n
\n

On 19\u00a0and 20\u00a0May, FIEC attended the\u00a07th<\/em>\u00a0Forum on the Posting of Workers<\/em>, jointly organised by the European Labour Authority (ELA) and the European Commission. This edition focused, amongst others, on the posting of Third-Country National workers, liability rules in the context of cross-border subcontracting, and social ID cards in the construction sector.<\/p>\n

The nature and high sectoral relevance of these topics show that the involvement of sectoral social partners, like FIEC, in this\u00a0Forum<\/em>\u00a0is key to ensure that labour mobility rules are properly enforced across the EU, to the benefit of fair competition and fair labour conditions.<\/p>\n

FIEC is also a Member of the ELA\u00a0Stakholders\u2019 Group<\/em>, advising and informing ELA\u2019s Management Board\u2019s decision.<\/p>\n<\/div>\n

Olaf Demuth elected new President of Germany\u2019s Construction Industry Federation “Bauindustrie”<\/h3>\n

FIEC warmly congratulates its German member federation, the Hauptverband der Deutschen Bauindustrie (BAUINDUSTRIE), on the election of Olaf Demuth as its new President. Mr Demuth was unanimously elected by the federation\u2019s\u00a0General Assembly<\/em>\u00a0on 7 May 2026, succeeding Peter H\u00fcbner, who led the organisation for ten years.<\/p>\n

A civil engineer by training, Olaf Demuth brings more than three decades of experience in the construction sector. After beginning his career in 1988 with STRABAG in Hamburg, he held several senior management positions before joining Ed. Z\u00fcblin AG, where he became a member of the Executive Board in 2013. Since 2017, he has been serving Zech Group SE, where he\u00a0became\u00a0member of the Executive Board in\u00a02020. In this role, he oversees the\u00a0Building\u00a0<\/em>division, which includes the sectors of\u00a0Construction<\/em>,\u00a0Civil Engineering<\/em>,\u00a0International & Consulting<\/em>,\u00a0Technology<\/em>,\u00a0Systems<\/em>, and\u00a0Environment<\/em>.<\/p>\n

Mr Demuth is also highly experienced in association work. He has been active within the Bauindustrieverband Hamburg Schleswig-Holstein for almost two decades, including ten years as Chairman, and has been a member of the Presidium of BAUINDUSTRIE since 2018.<\/p>\n

In his first statement as President, Olaf Demuth underlined the major economic and structural challenges facing the construction industry and stressed the importance of “bringing together all market actors<\/em>\u00a0\u2014\u00a0from large groups to medium-sized companies\u00a0<\/em>\u2014\u00a0in order to successfully manage the sector\u2019s transformation<\/em>“.<\/p>\n<\/div>\n

Ricardo Gomes appointed President of AICCOPN<\/h3>\n

Ricardo Gomes has been appointed President of AICCOPN (Associa\u00e7\u00e3o dos Industriais da Constru\u00e7\u00e3o Civil e Obras P\u00fablicas), the Portuguese member federation of FIEC, marking the beginning of his mandate at the helm of Portugal\u2019s leading construction industry association.<\/p>\n

In this role, he will represent and support the interests of the Portuguese construction and public works sector, while strengthening collaboration with European partners through FIEC. His presidency comes at a crucial time for the industry, as it navigates challenges related to sustainability, workforce development, and economic recovery.<\/p>\n

Gomes,\u00a0CEO Seth S.A. (based in Lisbon),\u00a0is a recognised figure within the Portuguese construction sector, with extensive experience in industry representation and business leadership. Over the years, he has been actively involved in promoting the competitiveness and modernisation of construction companies in Portugal. His work has focused on fostering innovation, improving regulatory frameworks, and supporting companies in adapting to evolving market demands.<\/p>\n

Prior to his appointment as President of AICCOPN, he held key roles within the federation and the broader sector, contributing to policy dialogue and advocacy at both national and European levels. He also served as FIEC Vice-President for Communication, demonstrating charisma and strong engagement with the European construction community.<\/p>\n

FIEC warmly congratulates Ricardo Gomes on his appointment, commends his longstanding commitment to the Federation, and wishes him every success in this new role.<\/p>\n<\/div>\n
