FIEC VP Schons at OECD Conference \u201cSimplifying for Success\u201d<\/h3>\n

On 17 November, in Paris, at the OECD High-Level Symposium \u201cSmart rules, stronger business<\/em>\u201d, FIEC Vice-President Jo\u00ebl Schons highlighted FIEC\u2019s approach to affordable and sustainable housing. \u201cSimplify and accelerate zoning, planning and permitting procedures, as time is money<\/em>\u201d, he said, and continued \u201cGo for full digitalisation of procedures (using BIM, the Building Information Model), not just digital post boxes (asking for PDF documents); restore private investor confidence and use public investments as multiplier effect<\/em>\u201d.<\/p>\n

FIEC is looking forward to the forthcoming publication of the\u00a0European Affordable Housing Plan<\/em>, together with the\u00a0European Strategy for Housing Construction<\/em>, expected on 16 December.<\/p>\n\n\n\n

In the news: FIEC Opinion on Industrial Accelerator Act<\/h3>\n

In our recent \u201copposite the editorial page<\/em>\u201d focused opinion (op-ed) published by Euractiv, FIEC Vice-Presidents, Grete Aspelund and Jean-Pierre Paseri, raise serious concerns about the forthcoming\u00a0Industrial Accelerator Act<\/em>\u00a0(IAA) and its implications for the construction sector.<\/p>\n

While the Act aims to support decarbonisation, its current design risks distorting functional markets for secondary materials while creating significant additional administrative burdens, particularly for SMEs.<\/p>\n

We urge the European Commission to trust in existing tools, such as\u00a0Environmental Product Declarations\u00a0<\/em>(EPDs) already required under the\u00a0Construction Products Regulation\u00a0<\/em>(CPR), instead of introducing new, potentially conflicting \u201cgreen\u201d labels.
\nFIEC is also cautious against biased or inconsistent labelling schemes, which could not only undermine the sector\u2019s decarbonisation efforts but also drive up material costs if they are not aligned with CPR-defined methodologies.<\/p>\n\n\n\n

First “Omnibus package”: Position adopted by European Parliament<\/h3>\n

The Members of the European Parliament have adopted (in plenary) their position on the first “Omnibus Simplification Package<\/em>“, with a majority among centre-right groups.<\/p>\n

The package, which focuses on simplifying sustainability reporting, aims to streamline and improve the\u00a0Corporate Social Responsibility Directive<\/em>\u00a0(CSRD) and the\u00a0Corporate Sustainability Due Diligence<\/em>\u00a0(CSDDD) frameworks. A clear and practical reporting system is essential for enabling the construction sector to meet sustainability goals while supporting growth and employment.<\/p>\n

Trilogue negotiations with the Council and the European Commission are currently ongoing, with the goal of finalising the legal act before the end of the year.<\/p>\n\n\n\n

FIEC Director General at EFBWW Conference on Labour Shortages<\/h3>\n

On 19 November, FIEC was invited by the European Federation of Building and Woodworkers (EFBWW) to intervene in the\u00a0Conference on Labour Shortages<\/em>\u00a0in Wood and Construction<\/em>. FIEC Director General, Domenico Campogrande, participated in a panel debate to share the perspectives of construction companies, including good practices at national level.<\/p>\n

He highlighted the importance of improving the image of the sector, the need for more cooperation among training providers and companies, and the key role played by social partners.<\/p>\n

Back in March 2025, the European social partners for the construction sector, FIEC and EFBWW, published a\u00a0Joint Declaration<\/em>\u00a0on labour and skills shortages<\/p>\n\n\n\n

Political agreement on EU Talent Pool<\/h3>\n

On 18 November, the European Parliament and the Council of the EU have concluded negotiations on the\u00a0EU Talent Pool<\/em>, which\u00a0was proposed by the European Commission in 2023, as part of a package on\u00a0Talent Mobility<\/em>.<\/p>\n

The\u00a0EU Talent Pool<\/em>\u00a0aims to create an online platform to facilitate the recruitments of third-country nationals for sectors impacted by labour shortages.\u00a0The participation in the\u00a0EU Talent Pool\u00a0<\/em>is voluntary for the Member States and will not impose disproportionate administrative burdens.\u00a0Both institutions must now confirm this agreement.<\/p>\n\n\n\n

Construction Blueprint 2: Open Call for an Expert<\/h3>\n

The\u00a0Construction Blueprint 2\u00a0<\/em>project partners are looking for a company with experience in international quantitative studies and knowledge of the construction sector to update the\u00a0Construction Blueprint Observatory<\/em>. The Observatory will be expanded to cover 12 EU countries, including topics such as energy efficiency, renewable energy, digitalisation, circular economy, and transversal skills.<\/p>\n

The Observatory will continue to serve as a key European tool for monitoring skills needs in support of the sector\u2019s transition towards 2030. More information and Terms of Reference can be found at the link below.<\/p>\n\n\n\n
