FIEC attends ELA Forum on Posting of Workers<\/h3>\n
On 13 November, FIEC Director Social Affairs, Christine Le Forestier, attended the\u00a0Forum on Posting of Workers<\/em>, co-chaired by the European Labour Authority (ELA) and the European Commission.<\/div>\n
At this occasion, ELA presented the state of play of several ongoing initiatives: the preparation of a pilot project in the transport sector on a remuneration tool, which would help inspectorates and employers to calculate the appropriate salary for their posted workers; the publication of a handbook mapping all relevant national rules on posted workers; a similar mapping exercise about national rules on temporary work agencies; and the preliminary outcomes of a project on liability systems (i.e. implementation of joint and several liability) related to subcontracting in posting situations.<\/div>\n

This latter initiative is a key priority for FIEC and will be followed very closely. The final outcomes are expected to be presented in summer 2026.Last by not least, EFBWW (European Federation of Builders and Wood Workers) and FIEC presented the final outcomes of the SIDE-CIC project on sectoral social ID cards and the European Commission invited Member States to react on the benefits and challenges they identify regarding these cards in cross-border contexts.<\/p>\n

This Forum, also called \u201cPosting 360<\/em>\u201d, gathers national experts from labour and social security fields of competence, and social partners, under the co-chairmanship of ELA and the European Commission, with the aim of ensuring the effective enforcement of EU posting rules.<\/p>\n<\/div>\n

FIEC updated its Position Paper on Labour Shortages<\/h3>\n

After a first edition in 2023, FIEC has published the 2025 updated version\u00a0of its Position Paper on shortage of labour in the construction industry. Two years later, while the context has changed, the issue remains a top priority in most of the EU Member States.<\/p>\n

If no actions are taken, the competitiveness and the capacity for the sector to respond to the housing crisis, the\u00a0Renovation Wave<\/em>\u00a0or the green and the digital transitions are at stake. FIEC estimates that around 2 million additional construction workers will be needed by 2030 in the European Union.<\/p>\n

In this document, FIEC proposes recommendations and shares good practices from national employers’ organisations to tackle this issue.<\/p>\n\n\n\n

FIEC at the Recovery Construction Forum 4.0 in Warsaw<\/h3>\n

On 13\u201314 November, FIEC took an active role in the\u00a0Recovery Construction Forum 4.0\u00a0<\/em>held in Warsaw as part of the\u00a0ReBuild Ukraine<\/em>\u00a0exhibition, one of the leading international platforms dedicated to Ukraine\u2019s reconstruction.<\/p>\n

High-level engagement by FIEC leadership<\/strong>
\nFIEC President Piero Petrucco moderated the high-level session \u201cTools for Stimulating the Reconstruction of Ukraine and Opportunities for the Construction Industry<\/em>\u201d, which gathered representatives of the European Investment Bank (EIB), the European Bank for REconstruction and Development (EBRD), international contractors and Ukrainian institutions.
\nFIEC Honorary President and Chair of FIEC-EIC\u00a0Task Force “Ukraine”<\/em>, Kjetil Tonning, moderated a dedicated session on housing reform, energy efficiency and the scaling-up of municipal reconstruction programmes.
\nBoth sessions attracted substantial interest from stakeholders involved in infrastructure, energy, housing and financial reconstruction programmes.<\/p>\n

Key messages discussed during the Forum<\/strong><\/p>\n<\/div>\n

Speakers highlighted the scale and urgency of Ukraine\u2019s reconstruction needs, with more than 500 projects already supported by international financial institutions across all regions \u2014 from the EU border areas to frontline oblasts.
\nThe EIB and EBRD presented new financing instruments, including large-scale funds for infrastructure, energy security and private-sector resilience, as well as technical assistance to improve procurement, compliance and project design.Contractors emphasised the importance of:<\/div>\n
