New FIEC statement on EU Energy Performance of Buildings Directive
A key question is also how the financial sector will play its part in providing sufficient financial support to households.
Since the publication of the proposal in 2021, FIEC has successfully lobbied for a streamlined Directive that keeps the focus on the energy performance of buildings (no ‘catch-all instrument’).

MANIFESTO – ES |
Council to start talks with European Parliament on Ukraine Facility
On 10 January, the Council agreed on a partial negotation mandate to start talks with the European Parliament on the Ukraine Facility, a €50 billion aid package for Ukraine to support its recovery.
The green light for the Belgian presidency to start talks comes with conditions, as Hungary can still block the overall process. In December, the Hungarian government vetoed a €50 billion fund to keep Ukraine’s economy afloat.
EU officials say reaching an agreement, which requires unanimity among all Member States, is “the first priority“. Nevertheless, they add that other options are on the table.
The European Commission intends to present solutions to EU leaders on 1 February and, should they come to a budget compromise, the Belgian presidency is expected to work out the technical details.
Study on the access to information of companies regarding the posting of workers
The findings of the INFO-POW project, in which FIEC is an associate partner, have been published in a comparative report following a survey conducted in 5 EU countries (AT, BE, IT, SK and SL) on posting and receiving companies in the construction sector.
The report highlights that access to updated, simple and clear information on posting of workers is still a challenge for companies in the construction sector. In terms of information sources, while companies rely on websites of public authorities and employers’ organisations, there is still a high demand for more in person contacts and information sessions, which provide more tailred and specific answers. The report also shows that companies are mainly looking for information on to the Portable Document A1 (PDA1), prior notification and wages.
Finally, companies stressed that there is still a need for more precise, detailed and easy-to-understand information.
The findings will be presented and discussed during the INFO-POW Final Event on 17 January.

EUROBRIDGE – 5 April 2024
How to ensure bridge safety?
Save the date for the 3rd edition of Eurobridge 2024, the conference on bridge safety in Europe that will be held in Brussels on 5 April 2024.
The lack of knowledge about the estimated one million bridges that exist in the EU is very often intertwined with the lack of awareness and information about safety. A bridge is a fragile structure designed to meet high resistance requirements, while ageing and deteriorating.
This year the focus of the conference will be on transport policies at European level and the relevant challenges in the light of the upcoming EU elections.
Invited experts will discuss maintenance models, as well as the carbon impact of inadequate or postponed maintenance and the training of skilled workers to provide effective support.
For more information about the this year’s event and its past editions, check-out the home page of www.LE-PONT.com.
The 2024 edition is supported by FIEC and its media partner, KHL, with its specialised “Construction Europe” news magazine. KHL is also partnering with FIEC’s French member federation, FNTP (Federation National des Travaux Publics).
